The Bush-majority National Labor Relations Board decided the critically important Kentucky River cases last month, approving a court decision that abridges the rights of literally millions of workers to join unions of their choice.

The handle used by the Board majority to strike this crippling blow at the organized labor movement is the so-called "supervisor" issue. With its decision in the key case that so-called "charge nurses" are supervisors and hence outside the bargaining unit, the Board provided employers with the means of labeling as supervisors thousands of workers who heretofore have been part of their bargaining units. These include, in addition to nurses, building trades workers and newspaper and television employees -- and that is only the tip of the iceberg. There is scarcely an industry or trade in which employers will not have an opportunity to disqualify workers from enjoying the fruits of union membership.
