Wagner, who was responsible for one of the landmark pieces of pro-labor legislation -- the Wagner Labor Relations Act -- is shown with First Lady Roosevelt and David Dubinsky, president of the International Ladies' Garment Workers' Union, listening to the union's women's chorus as they sing at the World's Fair in Flushing Meadows, in Queens.
